Need to understand how the PCR is calculating the new wage type

I need to understand how the below PCR logic will work in case the wage type is 1161 ( detail mentioned in attached doc ). I need to understand the below part step by step how the wage type 1161 ( -228.03000) is getting converted to WT 1900.
